Analysis and improvement of parking and delivery facilities

To facilitate the implementation of its mobility policies and to make Brussels a city on the move, the City of Brussels is developing a coordinated approach with regard to the collection and use of data via its data strategy. The goal is to offer innovative solutions in various fields, including mobility. By systematising the collection of mapping data and integrating it into databases shared by the various City departments, a digital map will be produced and will serve as a basis for the development of services and applications that will make it possible to test and improve traffic flow in retail areas. The city will launch at least one test phase for more dynamic parking management such as the shop-and-go parking system or for PRM parking.

Scan Cars

The City currently collects data via its scan cars. These make it possible to automatically detect violations of parking rules in the City of Brussels, raise awareness among the population and ultimately allow easier parking. The City wishes to make further use of this data, in particular by integrating it into its mapping system to identify recurring problems. This monitoring of on-street parking combined with mapping (and monitoring) of off-street parking will contribute to an efficient parking policy.

To go further, the City of Brussels is currently testing multi-use sensors to collect various data sets related to mobility flows. In addition, the City is working on heightened integrated coordination between departments to promote the collection of standardised and interoperable data on its open data platform. Once in possession of a critical mass of data, the City could eventually launch a multi-modal digital service (MDS) offering a number of functionalities via an application aimed at facilitating parking in the city (e.g. the possibility of displaying the availability of Shop-and-Go spaces could be envisaged). The City of Brussels is also working on developing solutions to improve urban logistics: 

  • a study is underway on the optimal location and feasibility of establishing local logistics spaces (LLS) or urban distribution centres (UDC).
  • a study on the use of soft mobility options to improve urban logistics is also ongoing.
  • subsequently, a mapping of the supply of delivery zones will be carried out in order to set up an urban delivery zone.
